I repeat the question. Where does it say "only" ?
By your reasoning, a passenger should be allowed to place ONE tennis racket in any oversized piece of luggage, loaded it up and with 50lbs worth of unrelated "stuff", call it a tennis case and carry it on the plane. That doesn't pass the common sense test. The bag that I check under the plane is twice as big as my carry on but would fit in the overhead bins (sideways) on widebodies.
If this was allowed, it wouldn't be long before we had 15-20 "amateur tennis players" on each flight that would take up all the overhead space before you even got to BG3.
