Wow, good point. Every single person defending United here is reading it wrong. Reading is sort of a hard skill, so to make it simple.
(1) you can bring as "carry-on baggage" "one tennis racket case"
(2) "containing tennis rackets and balls."
So one case, but it can have multiple "tennis rackets" [That little s at the end makes it plural....

]
