Do you mean while making a new reservation, or while trying to modify a reservation made elsewhere?
While making a new reservation, assuming you get the new version of the website which was looks like it was designed for mobile use and desktop use combined (yuck!), after you select the car type, you get a Rental Options screen. It's at the
very bottom of that, under "Additional Liability Insurance" (which is
huge type), and titled "Frequent Travel Program for Miles/Point" (which is not so huge type). There's a dropdown field for Program Renter Name, and once you select that another field for Member Number.
Of course, if you're using a promo code or coupon, that goes in a separate place, on the first page. See the wiki of this thread:
