Yes - except UA has a specific policy for this: "In the case of customers wh purchased a Basic Economy ticket, a small musical instrument may be carried on instead of a small personal item, subject to the same conditions below." [The item must fit in the overhead bin and there is space in the overhead when the passenger boards.]
