Not that I've received this offer, but I would have a hard time pulling the trigger to bump up to Gold.

I think it makes sense for a profit-oriented business to upsell someone who has almost achieved Gold or might achieve Gold. I.e. Silvers with >40k and <45k tier miles. It's money for jam, and the cost of flying the miles to get gold is likely in the region of 800USD.

But for 800 USD you could buy your way into the non-Dubai lounges 8 times, or four trips of AAA-DXB-BBB/ BBB-DXB-AAA. If you've almost achieved Gold, four more trips would almost certainly put you over the line anyway.
