Someone can correct me if I'm wrong, but there are two major departing flight banks at YVR Preclearance: the morning flights out (think before 8AM), and another in the afternoon (roughly 12:30-2:30). Anything outside of these times should be a little shorter. Of course, it might end up limiting your selection of departures.
