I am usually already sitting in my seat so I just watch with amusement. I would help but typically being in a window seat getting up would just make things worse.
On the other hand, if I arrive at a bin that can hold more bags (i.e. mine) and people have been less optimal I move bags within the bin without saying anything. The exception is when there was a hat, then I ask if it needs to be moved.
