Is her Swedish driving license also her national ID? Many such licenses seem to be.

But in Sweden, if a person is resident there for more than a certain period of time, then the person is legally required to get a Swedish license to drive if driving there. If the Swedish police catch someone not having a Swedish driving license when they should, the foreign passport and foreign license won't spare them from some legal troubles. That kind of thing seems rather common in many jurisdictions -- Germany included -- even if barely driving and caught the one or two times in a year when driving locally.
