The issue is not WHEN you are eligible to transfer your license, the relevant question is HOW LONG your US license is valid in this country. After six months you need to get a German license. This period can be prolonged for another six months of you can give evidence that your stay will not be longer than 12 months.
The times have achanged, as it seems to now be most states in some ways.

"When" and "how long" are related. The conditions of when someone is eligible matters. A person can't be eligible for a German license when they aren't eligible for a German license.

It's possible to be legally considered a bonafide resident of some US states requiring a state license for driving purposes while also possibly being entitled to be licensed to drive by and for a non-US jurisdiction using a license from entities other than the US state whose license the individual already holds.
