If you have a reason to think the Mallorca locations should accept points, you might try calling Hertz and attempting to book a points rental by phone. Phone agents seem to be able to make it work even when the website doesn't.
I can attest to this as well. Almost 99% of the time when I used the system to check for any rental, it would come up and say that I did not have enough points. Recently, I tried to book a week rental in BOS, and the system kept saying that I had not enough points.

I finally decided to call the 800 (Hertz Gold) and the representative was able to assist book with points. Having said that, the taxes and fees were pretty high though because the prevailing weekly rate at the time that I wanted was averaging$550 a week, so my taxes and fees were about $88.

I would say call the 800 number.
