Practically it doesn't work because people would buy cheap seats on popular flights and resell them as the flight filled undercutting the airlines ability to sell seats at a more expensive price to aggregate the revenue and make a profit on the flight.
To me that's a stretch to ever happen. It would be difficult to setup a market for exchange and very easy to fish out bulk scalpers. And you'd think the technology exists to prevent it. There's so much risk involved just to make a profit, I don't see anyone playing that game. Besides, this is only stopping the airline from double-dipping on a customer's misfortune. They'll survive if a few fall through the cracks.
The bottom line is that there's a big gap between simply allowing name changes and creating a scalping market.
