The OP nailed it. Yes, the passenger was wrong. You cannot change who flies on a ticket.
But Delta was MUCH MUCH MUCH MUCH more wrong in saying "you and your wife will be in jail and your kids will be in foster care". This is over the top power tripping by the FA who said this. She should be fired, without any question.
