Does service manager = flight service coordinator? This indicates a sCO crew. As others have mentioned upthread, the decision on dimming was then less on service and more on less hassle for the crew. Having dimmed the windows for the whole plane but not providing individual controls thereafter speaks volumes as to why it was done in the first place.
