YYZ is my home airport and I have only spoken to a CBP officer twice in 12 months, once when the machines were down and once when I had checked bags. So yes while CBP reserves the right to interview/screen you and your bags, the process is designed to speed you thru because you are low risk.
And to the topic on hand, I believe YVR is poor for security lines. I almost feel that if there are not enough people in line they slow down the process and send more people for pat down or thru the scanning machine. I have also seen new trainees in the Nexus line, regular pax being sent to the Nexus line, and changing shift for all screeners at one time causing a shutdown and delay.
