Even an expensive Y (e.g. Y62FLX9A for $679 FRA-CDG) has this restriction. Only full Y (e.g. Y77 for $866 FRA-CDG) does not. You can see for yourself if you use UA.com to price an intra Europe flight on LH group. Only crazy prices now.
