Afaik AMEX FHR only allows US-based agents to book the FHR rate for clients.
Apart from that, an agent may be reluctant to book through what essentially is one of their biggest competitors. Also, less control over the booking and usually more paperwork/bureaucracy involved in making/invoicing such as a booking.
