If it's a property the agent doesn't book regularly, will need negotiating with regional or global sales head (if part of a chain and the chain in general is frequently booked by the agent). If it's a property that's booked regularly by the agent, can negotiate direct with the hotel staff.
Just a hunch, but I think city hotels (vs. very remote properties) would be more willing to offer a change as required due to the plethora of alternate options client can opt for within the city.
To the extent I've tried this (unsuccessfully), it's been with city hotels.
I'm assuming that it's the individual agent's relation with the hotel that matters here and not the (host) agency's.
