Last time I was on a Norra flight from ARN and there were few empty seats on the plane, again one of them was supposed to be beside me, but someone sat there (saw his boarding pass and it was actually on the other side of the aisle...). So it still seems to be working for me or otherwise it's just very good luck on all of my past flights.
