What's few hours? If you don't have time to venture into Tokyo (Ueno is only 45min by train), you may not have time to go to Aeon mall either.

If you only have 3 hours, for instance, you should probably stay put at the airport. Head to the landside shopping area. There may not be a Loft or Tokyu Hands, but there's a lot of interesting little shops that collectively may fulfill your needs. There's also a small Mujirushi store at NRT, which may be of interest to you although I realize the concept is a little bit different. Shops at NRT don't jack up prices like they do at American airports.
