Allegiant now charges for 20-22" bags brought on board, as well as charging for checked baggage. Your boarding pass will say Carry On if you have paid. Only a "personal item" size carryon is free - something small enough to fit under the seat. On my two full flights two weeks ago, people who had not paid for priority boarding were still finding enough bin space for their 22" bags.
