It sounds like you were properly charged the $13.99 fee. Perhaps your colleague who wasn't charged the fee submitted a fuel-purchase receipt when he returned the car?
That's a negative, hence we all thought it was strange. Had we all got charge we'd probably just ignore it.

That's an interesting term. Good to know though. No one ask anything about proof of refuel at the time of return, they print a receipt and handed it over to us.
