Why would you expect it? It's a conventional Courtyard with the bistro.
In fact, as far as I know, there are no hotels on all of Maui that give free breakfast (beyond fruit) to all, and no hotels without a resort fee that give breakfast to elites. There appears to be some law against free (hot items) breakfast there. Which may be why no on has opened a Fairfield, TownPlace, Residence, Hampton, Holiday Inn Express, Homewood Suites, or Staybridge there (ie, no brands that have a brand standard of free breakfast to all), and why Best Western (which has free breakfast to all in the mainland 49 states) has a paid restaurant instead there, and why Days Inn (which has a minimal free breakfast on the mainland) also has a paid restaurant instead there.
