Since the bag tag to the intermediate destination (XXX) is on CX 160, CX had to pay for the bag to be sent from XXX to the final destination and delivered to the passenger's home/hotel. This ended up costing CX more than it would had they simply checked the bag through.
Why would it be CX's responsibility to send to the final destination if it was not through-checked
As far as CX are concerned, they have fulfilled their obligations already.
