Now we would like to pay (don't have enough points) to get economy plus or better seats. One even said the other airlines are being lazy and UA says they can't see the other airlines seats. UA does not make your seat assignment on partner flights.
Seat assignments are made by the airline operating the flight (LH and AC in your case). And in some airlines are not providing seat assignments until closer to departure.
LH/AC don't have Economy Plus. They have some standard preferred seating for their elites and they have Premium Economy which is a different cabin and is not available for mileage tickets.

Not quite that bad, higher fare economy and sometime award seats can be selected. See above link on LH seats.
