I am planning to do some serious shopping in Germany and want to claim my VAT refund. I have done a Google Search on this general topic, but am still not sure whether I can leave my German goods in my check-in luggage. I want to buy plenty of cosmetic and skincare items, many of which are liquids. So, I can't leave them in my carry-on.
I will depart Berlin Tegel for Zurich. Is it possible for me to leave my items in my check-in bags (i.e., get the Customs stamp BEFORE check-in) ? The official German Zoll website says this is ok, but the Global Blue website says the opposite.

I understand that different airports may handle the situation differently. The Tegel airport website doesn't specify one way or the other. Any insights are much appreciated! Thanks!
