US CBP Preclearance will force an increase in the MCT to even transit the airport. And it would also force a worse check-in cut-off time at KEF.
This stuff is done to benefit the US DHS and governments (government figures in brown-nose mode), not passengers in the main.
Except for a few flights to Canada, every other flight from the airport is to the EU/EEA. Today I count 35 EU/EEA flights. Increasing connection times in KEF kills the business model that the local airlines are based on so I don't see it happening. Icelandic authorities seem interested but I don't think they have quite thought this through.
The Icelandic government does have a long history of sucking up to America's every whim so maybe those interests will come out on top but I hope not.
