This traffic is also very concentrated within the day. The peak flow of US-bound passengers probably only compares to the major hubs in Europe. If the CBP wants a preclearance facility it would need to be staffed very well.
And how many flights from KEF to the EU/EEA?

US CBP Preclearance will force an increase in the MCT to even transit the airport. And it would also force a worse check-in cut-off time at KEF.

This stuff is done to benefit the US DHS and governments (government figures in brown-nose mode), not passengers in the main.
