Does she need 80K status miles for elite plus by the date she was approved for the status match? Or does she have till the end of Feb to accrue them?

It's a 12 month rolling period. She will qualify for Elite Plus the first day that B(t) - B(t-365) ≥ 80,000, where B is the ending balance on day t.
