If you need them for those two periods I'd suggest downloading them now, just in case they decided to add them as exceptions in the future...
I would expect that Uber/Lyft are having an effect on parking demand. I just completed a longer trip (would have been 8 days parking) where I couldn't get a ride in either direction, so I took Uber Pool and spent under $60 RT. Bayporter would have been $76+tip (plus unacceptable wait time on the return) and parking would have been over $100 (plus shuttle transit time, etc).
