In my experience, JFK is one of the hardest routes to get an op-up to J from PEY (I've never had one). I've had much more success through YVR and LAX. I've not flown via YYZ but have heard a high success rate for that route also. For JFK flights, I've resigned myself to be happy with what I've paid for
