Interesting, I thought the sky deck was popular during nice weather... which could be a big limiting factor with the hot/humid weather in ATL pax probably don't want to sit out there and sweat... so you probably just have a few months a year that it is ideal conditions.
And at JFK T4 it's difficult to navigate inside/outside to get drink refills or food refills. opening and closing doors, spilling things, etc. if you have hours there it may not be a big deal but for a 45 minute connection.. I'm not sure it is worth it.
I think if they expanded the service out there more frequently ( I think i've seen wait staff twice at JFK T4) it might encourage people to use the deck more.
