I heard from a contact in Sky Club that the Sky Deck's weren't as popular as they thought they would be, so they decided use the limited real estate on B for the main club.

Not sure where they could've fit it in either-they built out as far as they could on either side of the concourse. They couldn't have encroached any more on either of the gates at the base without having to restrict what a/c types could gate there.
