I almost gave up to get 25k offer but after about 200 tries between the mobile fire onion browser and desktop tor browser I finally got it in tor desktop. I get 15K offer every 3rd try or so, but 25k seems to be really rare. I checked IP address that got me the offer and it appear to be Netherlands one which is unexpected.
