You either need to accept doing separate reservations (put them on hold first) or keep trying. Sometimes the bucket gets reset the next day. Sometimes, the fare goes up.

This happened to me several times at the beginning of the year and I was only buying a ticket for myself. I couldn't put it on hold because it was an international itinerary with a JL or CX flight involved. Most of the time, I waited a day and then I was able to purchase it, but sometimes it took 2 days. Half the time I got it at the same price, the other half it went up 3-10%
