I figured it was a typo too. I think the policy is "a suite or the best available room." As you noted, that usually means a nice suite and hasn't changed based on recent experience.

What I have noticed is that the "Delight & Surprise" benefit is no longer quite as reliable as it used to be. Unlike "guest of honor" it is at the hotel's discretion and I do wonder whether the introduction of guest of honor benefit has had an adverse effect?

The other scenario is that this is how they prefer to communicate it because technically, suite upgrades for CC members are at the hotel's discretion and not guaranteed as part of the program - but almost always come through. Not 100% though. Hence why they may not want to advertise it as such.

Better to under promise and over deliver...
