I think it depends where you are seated in PE as to how noisy it is. Flew SQ232 (SYD-SIN) and SQ221(SIN-SYD) in PE. The outgoing flight I was in 31K and it was reasonably quiet being a distance from Y. However, the overnight return in 35C was terrible. There is only a cut off bulk head between PE and Y behind 35C and as usual I scored the screaming baby in the bassinet in the row behind in Y. Because of that little darling crying for most of the 8 h flight I did not get any sleep. Despite the extra room and recline of the PE seat that I found conducive for sleep it is useless in the face of a screaming baby in the next row. I hate SQ for its policy of placing baby bassinets and babies at all the bulk heads of the plane. They should put em all down the back which is where they belong and where they can't disrupt the comfort of other paying passengers. It is because of the baby friendly culture at SQ that I try avoid flying them. So if you are paying for PE and seats are available, stick to the front end!
