The 747 base is SFO, that's why. They aren't putting them in EWR. Because in two years they are gone (sadly)
The route planning constraint is that a 747 can't be placed in EWR. That is why those long routes out of EWR are not on 747. And why KIX and ICN are 744 options, despite being overkill. And HKG is a 744....from SFO.
