CX does not offer transit assistance. I think you are a risk of making this. My average time clearing on entry (with an APAC card) is 15 minutes. But the delays are always upstairs on departure. Security is dreadfully slow and even in J my average wait is 30 min, and the exit immigration.
Remind me the days before AA has flight to HKG, they have KA/CX transit from PVG connecting to ORD/LAX etc etc and the other way around. There is definitely transit counter, I recall there is rarely staff until you wait for 15 mins for them to arrive, there has to be someone to open the transit door for you in order to skip the immigration... I am not sure how it works if there is no staff to assist....
