5/24 does not count pulls at all.

It scours you credit report for credit cards with an "opened on" date in the past 24 months. (To that it adds any Chase cards opened in the last 24 months which do not show up on your credit report, such as Chase business cards.)

Pulls don't count at all. Non-credit-card loans (such as mortgages or car loans. (Though technically charge cards are not quite the same as credit card, I presume it counts those too if they appear on your credit report. Not all do.)

5/24 is not there to determine your credit worthiness. 5/24 is there to weed out credit card churners (who apply for many credit cards mostly just for the signup bonuses).
