During my recent effort to check a bag through from CX to AA on separate PNRs, described
here, an AA agent on the EXP line told me that if the situation had been the other way around -- if my first PNR had been with AA and the second one with CX -- AA would have checked the bags all the way through. His information might have been out of date, but at that point in our conversation he had already spent some time on the phone with colleagues who seemed to be familiar with this issue.
