Because there is a seat directly in front of 9D and 9E but not in front of 10F.
You have a jumpseat and an equipment box (IIRC).
This really isn't work getting into IMHO. However from a passenger perspective, my feeling is that each row has an invisible wall of privacy and having a passenger from a previous row crawling past you (while weaving past the jump seat) to put something into the underseat storage is a bit odd....
This is the closest image that i can find to what we are dealing with....But as I said above, I think there is a jumpseat where 9F would be.
