Yes you are entitled to the welcome amenity points on award stays but it may not post if you have a $0 folio. My advice is to charge something to the room or contact CS afterwards.
I personally wouldn't go out of my way to charge something to the room to make sure the points post. If they don't post and you have to call, that's an extra 500 points for retro bonus.
