GIB is actually on disputed reclaimed land (which is different from the overall Gibraltar dispute). A compromise was reached between Spanish and British governments that carriers from both countries would have access to GIB. Of course, since then the agreement became irrelevant. Iberia who use to operate from GIB became a part of the company that owns BA. And airlines have freedom to operate from any EU airport (though UK will be leaving EU now at some time).
