My DW & I both sent SMs to Chase asking about this, and--after both getting infuriatingly irrelevant boilerplate replies (about program basics) that did not answer the question--we pushed harder & eventually got identical replies from a senior service specialist in another department. Here's what he said:
If you transfer rewards to one of our partner programs that is a co-owner of your business listed on your account, that person will be the only person besides yourself that you will be able to transfer to for the remainder of the calendar year.
Ungrammatical, but the intent is pretty clear.

This still isn't stated anywhere in the program rules for our Ink Plus accounts, FWIW.
