You're using confusing terminology.

First of all, the language didn't eliminate churning, just slowed it down. So are you asking whether some people can still churn the cards after 24+ months, or are you asking whether some people can still churn the cards sooner (despite the 24 month language)?

Churning means applying for credit cards repeatedly. It has nothing do with the speed you can do the churning at. Plenty of other banks (for example, Chase) have had two-year wait of some kind between churning before, and people still called it churning there. So just because you now have to wait 2 years at Citi, that doesn't make it not churning, it's just far slower churning that the "fast churning" that Citi was known for (on some cards) before.

Well, how long had it been since you closed you previous business card, and did you close both the card account and the master account? And when did you apply?
