The Penn is a very good choice. The Langham is excellent. I enjoy my stays at the WA, although it is often not perceived to be as luxury as the Penn and Langham. It all depends upon where you want to be, the Langham is just across the river from the Loop, the WA at the North end of the Mag Mile but close to a lot of the high end shopping, and the Penn is between the two.
