Edit: Even if you all don't want to believe me (never mind that I was actually there), this article got the time right, why do later reports change the time? http://shanghaiist.com/2016/06/12/pu..._explosion.php
The CCTV system displays time to seconds, but generally there are 30 frames
per second, so technically they could get the time down to 1/30th of a second.
