I doubt it has anything to do with government contract as it's not a GSA city pair.

But, cruise ship contracts makes sense. Likely all or almost all of that space is sold as bulk to cruise lines, but it's nonetheless a scheduled flight which allows UA to sell anything not sold through the cruise lines through the GDS.
