Expedia gives Pro class if you choose refundable tickets. There are no ways to force Value tickets on Expedia. Like most or all OTAs, you only get Value when Light/Basic is not available, such as if K, P, M or T are still available but no lower booking class.

It seems that eBookers dropped Value support too. So Finnair.com seems like the only remaining online option.
