Therefore it follows that this is BA staff incompetence.

It has happened to me about 5 times over the years - every time at the First check in in LHR and every time I escalated until it was successfully resolved.
It is quite significant that most of these reports are from LHR. Let us not forget that BA at LHR rotates ground staff between all positions. As a result, most of these agents are jacks-of-all-trade that can do the basics of anything but struggle with anything beyond the plain vanilla. All that the thread suggests is that quite a few BA agents at LHR struggle with interlining bags just as much now as they ever did.
